The Independent State of Croatia (ISC) was declared under the protectorate of Germany and Italy on April 10, 1941 in Zagreb. The leader of this monster-state was Ante Pavelić. The base support of the regime in Zagreb were Ustashas, the coalition of Croatian-Muslim Nazi-Fascists.

The ISC was comprised of Croatia, Bosnia and Herzegovina, and some parts of Serbia. The main objective of the Nazi-fascist state was the creation of an ethnically "pure" Croatian territory and "pure" Croatian nation.

According to German analysis of population, there were around 6,660,000 citizens: approximately 4,000,000 Croats (including 700,000 Muslims who were declared as Croats), about 1,900,000 Serbs, about 40 000 Jews, and a few tens of thousands of Roma.
